In view of the provisions of article 46 of the Law of 23 July 2010 which confers on the CEM the competences of the Chambers of Trades and Crafts, and of article 2 paragraph 2 of the agreement signed on 18 October 2012 which stipulates that the CEM must: "Maintain the Trades Directory" Article 16 of Decree No. 98-247 of 2 April 1998 relating to craft qualifications and the Trades Directory states that: "It is chaired by the prefect or his representative, who has a casting vote, and also includes a representative of the clerks of the commercial courts or of the high courts ruling on commercial matters, a representative of the chambers of commerce and industry, a representative of the chambers of trades and crafts and a State agent designated by the prefect. It meets on the initiative of its chairman or at the request of the chairman of the chamber of trade and crafts and gives its opinion on the applications submitted to it within fifteen days of the date of referral.

which examines the balance sheet, the profit and loss account and the appendices, prior to their adoption by the General Assembly. It presents a report on this examination to the General Assembly.

Considering the provisions of article 46 of the Law of 23 July 2010 which confers on the C.E.M. the competences of the Chambers of Trades and Crafts, and of article 2 paragraph 3 of the agreement signed on 18 October 2012 which stipulates that the C.E.M. shall : "Recognise the qualities of qualified craftsman and craftsman of art, and award the titles of master craftsman under the conditions provided for in the first paragraph of Article 3 of Decree No. 98-247 of 2 April 1998 on the craft qualification and the register of trades" Given that Article 4 of the said decree provides that: "A regional qualifications commission is set up in each region; its members are appointed by prefectural decree after each renewal of the chambers of trades and crafts; it is chaired by the president of the regional chamber of trades and crafts or his representative and also includes: - 1° Two representatives of the State appointed by the Prefect, from the decentralised services, with competence in the field of crafts or diplomas within the meaning of the second paragraph of Article 3; - 2° A representative of the President of the Regional Council; - 3° Four full members and four substitute members appointed on the proposal of the Chambers of Trades and Crafts. This committee is competent to examine applications for the award of the title of master craftsman provided for in Article 3. It rules on the application, after receiving the opinion of an expert competent in the trade in question, chosen from a list drawn up by the president of the competent regional chamber of trades and crafts, after receiving the opinion of the representative professional organisations concerned; its decisions are taken by a majority of the members present; in the event of a tie, the president has the casting vote. The president does not take part in the vote when the request comes from a member of the chamber of trades and crafts within his or her jurisdiction.

For applications for professional project support, prior to submitting a complete application, applicants must present their project in a few paragraphs to the CEM, which will analyse it. If the CEM Director General considers the project admissible, the applicant will be invited to withdraw a file to be completed, which will then be presented in a "Project Studies" commission. This committee will be responsible for studying the application and deciding on the amount of aid to be granted, as well as the conditions under which the aid will be delivered. The committee's opinion will then be presented to the next GA. The GA will have in hand a project that qualifies, an opinion from the "Project Studies" committee and will be able to deliberate validly.
